Mediating Chissano: parties always opened to the dialogue 23/06/2009 | 17:20:29

A mediation of the SADC under the conduct of the Joachim Chissano seems to make the unanimity among the different political parties in Madagascar. After a favorable opinion from the delegation of Marc Ravalomanana, Andry Rajoelina declared to be also open to the dialogue while continuing his matter of fact governance.

 

The strategy is simple for Andry Rajoelina: to strengthen the transition while negotiations drag. After having left the round table organized by the international contact group, the HAT didn't lock the door: "We are ready to discuss, we want to kick-start the Madagascar's development ". 

Negotiation or not, the government of transition works, as if the crisis was already finished. "It is not going to stop the transition from working on, we are going to organize national and regional assemblies, we are going to organize the elections, these are our main missions ", declared Andry Rajoelina. 

The appointment of Joachim Chissano by the SADC has been taken as good news by the HAT. The Mozambican ex-president is appreciated as" a man of the alternation ". For Andry Rajoelina, this appointment should make the dialogue a success. "We are always opened, whoever is the mediator ", he said. 

The HAT can push a big "oof" since the military option has been ruled out by the SADC. The squeaks were frequent in what had to be preparations to a war. In the Ravalomanana party, the dialogue option for a political consensus is applauded. 

The stake is now the time factor. The HAT can play the watch to reach the non return point for the transition regime. The regional and national assemblies would be an important turn because the Rajoelina regime considers them as a kind of recognition and popular legitimacy. The more time is ticking, the more tightened negotiations will be, the better for the de facto transition.
